Korean People's Army Naval Force

The Korean People's Navy (KPN) is a coastal force built for denial rather than sea control, tasked with defending North Korea's approaches, supporting special operations infiltration and, increasingly, carrying part of the country's nuclear deterrent to sea. It is organised into two fleets, the East Sea Fleet headquartered at Toejo-dong and the West Sea Fleet at Nampo, which are separated by the Korean peninsula and cannot reinforce one another in wartime, a structural weakness that shapes every aspect of KPN planning.

The order of battle runs to several hundred hulls, but the overwhelming majority are small craft: Chaho and Chongjin gunboats, Sin Hung and Nongo semi-submersible infiltration craft, Komar and Huangfeng missile boats, and a mine warfare force intended to close the approaches to both coasts. Larger units are few and mostly obsolete, with two Najin-class frigates and a handful of Sariwon, Amnok and Nampo corvettes, several of which have been rebuilt with new anti-ship and surface-to-air missiles as testbeds for domestic weapons.

The submarine arm is numerically one of the largest in the world and doctrinally central. It combines roughly twenty Type-033 Romeo-class boats built or assembled domestically, a large fleet of Sang-O and Yono midget submarines dedicated to inserting special forces and laying mines, and two experimental ballistic missile platforms: the Gorae-class test boat and the Sinpo-C, launched in 2023 as the Hero Kim Kun Ok and presented as a "tactical nuclear attack submarine" with launch tubes for a mix of ballistic and cruise missiles. Pyongyang has also displayed work on a nuclear-powered submarine, though no evidence of an operational reactor has emerged.

The most significant change in decades is the arrival of a genuine guided-missile destroyer. The 5,000-tonne Choe Hyon, fitted with a large vertical launch system for surface-to-air, cruise and ballistic weapons, was commissioned at Nampo in June 2026 and assigned to the west coast. Its sister Kang Kon was damaged in a failed side launch at Chongjin in May 2025, an accident that triggered public arrests before the hull was righted and relaunched; Kim Jong Un has since announced that Kang Kon will enter service shortly and that a larger 10,000-tonne unit will follow, framing the programme as the naval leg of a "nuclear-armed navy."

Operationally the KPN stays close to home, constrained by fuel, sensors and the age of most of its hulls, and its practical reach is measured in tens of nautical miles rather than open-ocean deployments. Its influence comes instead from asymmetric means: coastal anti-ship missile batteries, midget submarines, sea mines and artillery-armed craft along the Northern Limit Line, where clashes have repeatedly turned lethal, most notably the sinking of the corvette ROKS Cheonan in 2010.
