Strategic Overview in 2025
Albania's primary strategic objective is full integration into NATO's collective defense structures, which guides its entire defense policy. Tirana does not consider any state an enemy but identifies regional threats stemming from extreme nationalism and potential border disputes. It aims to act as a stabilizing force and a contributor to regional security, participating in good-neighborly relations and cooperation. Albania actively participates in missions led by NATO, the UN, and the EU, viewing this as a core part of its security commitment.
Military Forces
The Albanian Armed Forces (AAF) operate under a joint concept, comprising the Land Force, Naval Force, and Air Force. The military has moved away from its Cold War-era inventory and is undergoing a significant, long-term modernization process to align with NATO standards. The Land Force has been updating its small arms, notably adopting the M4 carbine. The Air Force's capabilities are being enhanced with the acquisition of helicopters like the Blackhawk and Cougar, along with the development of the Kuรงova Air Base into a NATO tactical base. The Naval Force is modernizing with new patrol vessels to improve its ability to secure the country's coastline. The structure emphasizes the development of professional, deployable forces capable of joint operations with allies.
Strategic Trends
Albania's defense is guided by the "Long-Term Development Plan 2024-2033," a major strategic blueprint for investment and modernization. This plan aims to increase defense spending significantly, with projections to reach 2.8% of GDP. Key investments focus on modernizing military bases, acquiring advanced surveillance and communication systems, and purchasing anti-aircraft and anti-drone systems. A notable development is the planned revival of a domestic defense industry. The government is establishing a state-owned company, KAYO Ltd., to reopen former arms factories in partnership with foreign investors to produce munitions, drones, and other military equipment for both domestic needs and export. This initiative is intended to reduce reliance on imports and enhance Albania's self-sufficiency.
