Overview

The Romanian Air Force (RoAF) is undergoing a profound transformation, moving from a Warsaw Pact legacy force to a modern, NATO-interoperable air arm focused on collective defense and regional security in the Black Sea area. Its structure has been reorganized from the former regimental system to a configuration of air flotillas and bases, each with specialized roles. This organization includes fighter, transport, and helicopter bases, an air defense brigade, and an intelligence, surveillance, and reconnaissance (ISR) brigade, all integrated within the NATO command structure.

Operationally, the RoAFโ€™s main strategic objective is the defense of national and allied airspace. This mission, historically shouldered by upgraded MiG-21 LanceR aircraft, is now transitioning to a growing fleet of F-16AM/BM Fighting Falcons. The retirement of the MiG-21 in 2023 marked a significant milestone in this shift. Airlift capabilities are provided by C-27J Spartan and C-130 Hercules aircraft, while the rotary-wing fleet is centered on the domestically produced IAR-330 Puma, used in both attack (SOCAT) and transport/utility configurations. Ground-based air defense is a critical component, built around medium-range Hawk batteries and newly acquired Patriot long-range surface-to-air missile systems, enhancing Romania's contribution to the NATO Integrated Air and Missile Defence System (NATINAMDS).

Romania's strategic doctrine is explicitly defensive and aligned with NATO. The country's military strategy emphasizes credible deterrence and collective defense as cornerstones of national security, viewing its military development within the context of its NATO and EU commitments and its strategic partnership with the United States. The RoAF is seen as a key contributor to stability on NATO's eastern flank. This doctrine is put into practice through regular participation in allied exercises and air policing missions, including deployments to the Baltic region, which enhance interoperability and readiness. A regional F-16 training center has also been established in Romania to train both national and allied pilots.

To fulfill its strategic goals, the RoAF is engaged in ambitious programs. The centerpiece is the acquisition of F-16 fighters from Portugal and Norway, intended to form three operational squadrons that will serve as a bridge to a future fifth-generation force. A formal commitment has been made to procure the F-35A Lightning II, which will eventually replace the F-16s. In addition to combat aircraft, modernization extends to upgrading IAR-99 ศ˜oim jet trainers for advanced pilot training and modernizing the C-130 transport fleet. These acquisitions are supported by developments in command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) infrastructure.
