Overview
The Portuguese Air Force (PoAF) is structured as a conventional air arm with three primary commands: Air Command, Logistics Command, and Personnel Command. Its doctrine is fundamentally aligned with NATO, emphasizing interoperability and collective defense, a focus sharpened by its strategic position with access to the Atlantic. The PoAF's core operational capabilities revolve around air defense, maritime patrol, and tactical airlift, fulfilling national defense, civil support, and international military commitments.
The combat air fleet consists of F-16AM/BM Fighting Falcon aircraft. These underwent a Mid-Life Update (MLU) to create commonality with other NATO F-16 operators, incorporating the APG-66(V)2 radar, a Block 50-style cockpit with color displays, and compatibility with modern targeting pods and munitions like the AIM-120 AMRAAM. A modernization initiative, "Air Force 5.3," is underway to replace this fleet. The Air Force Chief of Staff has identified the F-35 as the necessary 5th-generation successor to meet future strategic challenges, although other platforms are being considered.
Maritime patrol capabilities are a critical focus, centered on the P-3C Orion. Portugal is executing a two-pronged fleet enhancement. Its original five aircraft are undergoing a mission systems upgrade by General Dynamics Canada, which includes the integration of Link 16 and Mode 5 IFF to maintain NATO interoperability. Concurrently, the PoAF is expanding its fleet by acquiring six surplus P-3C CUP III Orion aircraft from Germany, a deal that includes a substantial spares package and a simulator to ensure long-term fleet availability for anti-submarine warfare and surveillance missions.
The tactical transport fleet is transitioning from the C-130 Hercules to the Embraer KC-390 Millennium. Portugal, a launch partner for the aircraft, expanded its initial order of five to six in June 2025. The KC-390 provides airlift, search and rescue, aerial firefighting, and tanker capabilities. Portugal is also collaborating with Brazil on the potential development of a modular Intelligence, Surveillance, and Reconnaissance (ISR) variant of the aircraft.
